What Is the Momnibus Act?

The Momnibus Act (H.R. 7973), introduced by Congresswoman Lauren Underwood, is a comprehensive package of legislation designed to improve maternal health and address disparities that continue to impact mothers and babies throughout the United States.

The legislation includes initiatives that support:

  • Improving maternal health outcomes
  • Reducing racial disparities in maternal mortality
  • Strengthening the maternal healthcare workforce
  • Investing in community-based organizations
  • Expanding maternal health research
  • Supporting healthier pregnancies and safer births

The goal is simple:

In July 2026, the NIH IMPROVE Act—one of the key bills included in the Momnibus package—passed the U.S. House of Representatives unanimously.
